
Dewberry's floodplain mapping performance record is unsurpassed. To date, we have produced 65 percent of the nation’s Digital Flood Insurance Rate Maps (DFIRMs). We have prepared over 52,000 Federal Emergency Management Agency (FEMA) compliant FIRMs – including more than 20,000 DFIRMs. In FEMA Region I, we are the only FEMA contractor to have produced DFIRMs and the only firm providing post preliminary processing (PPP), and map adoption.
Our staff qualifications and experience are unparalleled. With 58 Certified Floodplain Managers (CFMs) on staff, we emphasize an approach to flood mapping within a broader floodplain management context. We employ more than 120 specialists focused on NFIP-related work. Organizing our team by region ensures that our staff is familiar with the areas they serve and know the needs of our clients and partners. While our production-oriented work is centralized for efficiency, we have senior managers in several regions, including Region I. We cross-train our GIS mapping and engineering staff, to make our team the best rounded in our industry.

Map Modernization ID/IQ A&E Services for FEMA Region III
As a contractor to FEMA Region III we provide all-inclusive flood hazard analysis and mapping services. The contract covers flood study data development and mapping activities in Delaware, Maryland, Pennsylvania, Virginia, West Virginia, and the District of Columbia. We are currently working on 16 countywide Flood Studies in Virginia and four in Pennsylvania. We are also supporting another one of FEMA’s mapping partners, the U.S. Army Corps of Engineers in two additional counties. We are also providing coastal engineering support to FEMA update coastal flood hazard data for the entire Region III coastline.

Riverine and Coastal Flood Insurance Restudies
Region IX – Mainland
As a JV member of MAP IX-Mainland, we provide comprehensive flood hazard data development and GIS mapping to FEMA Region IX as FEMA moves towards realizing its Map Modernization vision. The contract covers flood study data development and mapping activities for the states of Arizona, California, and Nevada where we are preparing 3,763 DFIRM panels for 28 counties covering a population of 19.3 million people. We identified levee structures and provided behind levee analyses for levees in Arizona and Southern California.
Additionally, we are providing review support to FEMA Region IX towards 44 CFR 65.10 levee accreditations. For the Southern California (Los Angeles, Ventura, San Bernardino, Riverside, and Orange Counties) wildfires in 2003 and 2007, we provided rapid hydrologic and hydraulic analyses used to identify potential increased flood hazards due to the wildfires. These data were used as input to updated USGS sediment modeling. We also developed a seamless statewide flood theme GIS for a portion of the State of California by integrating DFIRM data for 21 California counties with Awareness Floodplain Mapping prepared by the California Department of Water Resources. We are also processing updated essential facilities HAZUS analyses for Orange, Riverside and San Bernardino Counties (flood, tsunami, and earthquake hazard).

Riverine and Coastal Flood Insurance Restudies
Region IX – Islands
As a JV member of RMTC/URS, we provide comprehensive flood hazard data development and GIS mapping to FEMA Region IX islands. The contract covers flood study data development, hurricane and tsunami analysis, and mapping activities for Hawaii, Guam, American Samoa, and Commonwealth of Northern Mariana Islands. We have processed 100% of the DFIRM panels for all these regional areas affecting a population of 1.5 million. In addition to DFIRM production, we have completed four riverine restudies, a comprehensive hurricane study for the southern shores of the State of Hawaii, reviewed USACE coastal studies for the Pacific Territories, and processing an updated HAZUS analysis for City and County of Honolulu (flood, wind, and earthquake hazard).

National Flood Insurance Program
Nationwide
The FEMA National Flood Insurance Program (NFIP) includes one of the largest mapping programs in the United States. Dewberry provided the NFIP with a wide range of engineering, GIS, and GPS services, nationwide including:
- Producing over 20,000 Digital FIRM (Flood Insurance Rate Map) panels
- Creating 40,000 Q3 Flood Data panels
- Working with FEMA to develop the FGDC-compliant metadata standards for the Q3 flood data and DFIRM database products
- Providing technical and programmatic assistance to numerous states, their NFIP state coordinators, local authorities in floodplain management, and regional planning organizations
