Rappahannock Regional Jail Expansion and Renovation Receives National and Regional DBIA Awards

During its November 2009 National Conference, the Design-Build Institute of America (DBIA) recognized the Rappahannock Regional Jail Expansion and Renovation with a Design-Build Merit Award for public sector buildings over $25 million. The design-build team of Balfour Beatty Construction and PSA-Dewberry, both of Fairfax, Virginia, designed and constructed the 480-bed facility expansion under the Commonwealth of Virginia’s Public-Private Education Facilities and Infrastructure Act (PPEA) of 2002. The jail expansion was completed under an aggressive 26-month schedule, adding 112,000 square feet of space.
The jail was also awarded a DBIA Mid-Atlantic Merit Award. Rappahannock Regional Jail authorities estimate that the expedited design-build schedule decreased the construction schedule by six to eight months.
The two-story, four-level new addition accommodates both medium- and maximum-security housing; the existing structure was renovated to increase storage, reconfigure visitation, add a new magistrate’s space, and improve intake areas. PSA-Dewberry also provided interior design and security technology services, including the addition of a video visitation system. Dewberry provided civil engineering, and Hankins and Anderson designed mechanical, electrical and structural engineering.
About the Virginia PPEA: Encouraging Partnerships
Virginia’s Public-Private Education Facilities and Infrastructure Act of 2002 (PPEA) enables public entities to create public-private partnerships to develop projects for public use, and allows these partnerships to “acquire, design, construct, improve, renovate, expand, equip, maintain, or operate” qualifying projects. Facilities may include schools, treatment plants, telecommunications infrastructure, and other buildings “for principal use by any public entity.” The legislation encourages design-build delivery methods and innovative approaches to financing construction.
